Program Director, Equitable Policies in New Jersey (EQUIP-NJ)

The Equitable Policies in New Jersey (EQUIP-NJ) pilot, is an initiative funded by the Robert Wood Johnson Foundation (RWJF) to strengthen the ecosystem of organizations working to advance equitable policies in New Jersey, with the vision of creating a state where everyone lives their healthiest lives possible. The fund is held at the Community Foundation of New Jersey.

Grounded in a set of value-driven aims – Aligning Power, Amplifying Community, Centering Healing and Restoration, Embodying Equity, Nurturing Relationships, and Strengthening the Ecosystem – EQUIP-NJ will work to strengthen the ecosystem by:

Building capacity of organizations to advocate for programs, policies, and practices that perpetuate health equity in New Jersey.
Cultivating relationships among and between organizations and sectors.
Developing leaders’ capabilities to advocate for programs, policies, and practices that perpetuate health equity in New Jersey, across roles, levels, and within a team-based structure.
Supporting healing justice to help mitigate and heal harms that come with confronting oppression.
Funding policy-specific efforts to advance health equity in New Jersey.

EQUIP-NJ has been managed by a team of part-time consultants through the initiative’s design phase. Moving now into its implementation phase, the initiative is ready to hire an inaugural
full-time Director to lead this work. This is a time-limited program, and therefore, this position is currently term-limited. However, an extension is possible should RWJF renew support.

Position Summary

The Program Director will oversee the implementation of EQUIP-NJ. The staff position reports to the governance committee and will work closely with RWJF program staff to ensure deep connection and alignment between EQUIP-NJ and RWJF’s New Jersey Department. In this role, the Program Director will operationalize EQUIP-NJ’s objectives, manage a full-time Program Manager, and hire and manage consultants who will support EQUIP-NJ’s implementation and programming.

The Program Director will be an experienced leader who embodies EQUIP-NJ’s value-driven aims in both words and actions. They will be a New Jersey resident and will have a demonstrated track record in building and shepherding collaborative efforts that are intended to be shaped by those who are on the ground doing the work and those who benefit the most from the work. The Program Director will provide intellectual and organizational leadership in designing and implementing EQUIP-NJ programming, which includes, but is not limited to: evaluating proposals, identifying and addressing policy ecosystem infrastructure needs, learning with and co-creating with partners, and adapting and shifting programmatic offerings based on emerging needs. The ideal candidate must have a proven track record in co-creating solutions with others, forging new connections and relationships, and a deep understanding of New Jersey policies and politics.

Desired Knowledge, Qualifications, & Skills

● Understanding of the social determinants of health, structural racism, and root causes of health inequities.
● Ability to engage in a racial equity analysis and demonstrate thought leadership in this area.
● Ability to problem solve and make real time independent and well-informed decisions to advance a strategy, weighing the consequences of decisions beforehand and anticipating and mitigating conflicts should they arise.
● Understanding of methods of policy, political, and power landscape analysis.
● Understanding of learning, measurement, and metrics to assess progress toward shared goals and outcomes, within teams and in partnership with community partners.
● Knowledge of approaches for individual and organizational capacity building that support a vibrant policy ecosystem and infrastructure.
● Knowledge of public, private, nonprofit and philanthropic sectors in New Jersey and comfort developing partnerships to advance a racial equity framework and systems change.
● Demonstrated ability to manage and develop staff and manage consultants to establish and achieve goals and implement multiple projects.
● Ability to work within collaborative organizational structures.
● Demonstrated written and verbal ability to communicate effectively to community partners, policymakers, advocates, and public media; ability to make clear and impactful presentations to a range of key audiences and partners.

Minimum Education & Experience

● A minimum of 5-7 years as a Program Director, Policy Director, or applicable external experience in program leadership, community leadership, grantmaking or project execution focused on benefitting New Jersey communities or populations in public, nonprofit or private sectors.
● A commitment to and track record of working with coalitions of organizations working towards a similar goal.
● A documented history of leading program design, planning, implementation, adaptation, and learning.
● Demonstrated personal and professional commitment to racial equity.
● Philanthropic exposure as a Board member, grantmaker, or grantee is a plus.

Salary and Benefits

$150,000. Benefits include health insurance, 17 days PTO, 10 paid holidays and 5 sick days, 401K match up to 8% of employee contribution, plus others.
